No he can't, as it is called expat card and he is no expat. Heard they are a lot more strict on giving them than before. Also, aPEGS card costs 2500, so if it is for one or 2 weeks little benefit. Try a golf agency, they have better prices and can provide transport. Nicke's father also uses a golf agency for better prices, so Nicke may answer this one better.
Blue Canyon Championship course is the most expensive on the island. More than 4000 without cady fee and tip.
If you are invited and play with a member it is 1600.
