To be in any country without a passport in that country is illegal.
In Thailand it is certainly law that you should carry your passport, but then again, what is law here? I never carry mine.
As for flights, you must carry recognised ID to travel, domestic airlines have an ID check as you pass through to the gates.
It doesn't have to be your passport, but the only thing is use other than that is my Thai Driving License.
