Buddhist monks are on a spiritual path.
When they're not doing worldly duties, they practice contemplation as a path towards enlightenment.
To move forward in contemplation, practitioners must overcome and dissolve their ego.
Desire is very powerful and fuels the ego. As sexuality is one of the strongest desires, practicing monks make an oath not to touch a female or be involved sexually.
It's not because women are impure, but because sexual temptation in thought as well as deed can be overwhelming and affect the monks meditation practice.
