The fare is actually 10baht.
I used to pay 20 all the time until I found this out, but the maximum for a farang is 10 (locals 5 baht) anything over 10 is a "tip". Now I only ever pay 10 in and around Pataya i.e. short trips.
For longer trips, I pay what I believe to be a fair "tip", for example I stay a lot in Jomtien and when I take a songthaew (bahtbus) from there to Royal Garden Plaza I pay the driver 40 baht. The reason being that I reckon a 3 mile trip is worth more than the official 10 baht fare !!
