Still not sure what the navy rules are, however, two incidents over the past few years have indeed put a damper on certain activities involving alcohol.
One was after member of the US Navy stabbed a taxi driver to death in Japan and another was after an incident where a [parking] attendant was punched by a navy member in Singapore.
