Banning alcohol sales will have little (if any) affect on # of deaths - the Thai's can easily brew their own rice liqueur and if you look at where the fatalities are highest it is the hickville towns - not tourist spots in particular.

Songkran is too long - 7 days holiday is inviting this mass lunacy - far better would be to reduce the Songkran holiday to 2 days (as is the New Year proper) then the likelihood of Thai's sinking into a 7 day alcoholic stupor would be diminished - and would give a shot in the arm for the nation's productivity.

An alcohol ban would also result in a hoarding of booze before the holiday - for both Thai's and tourists - such attempts at prohibition however well intentioned would not result in the desired effect IMO.
