Does this mean that they have stopped the taxis picking up outside Departures ? I was there last october (2007) and there were 50/60 all lined up looking for a fare back in to town. I insisted on the meter when I got in and it read "202" when I got out at my hotel near the Suk. I gave the driver 100baht for the tolls (70baht IIRC) and told him to keep the change, then 250baht for the fare (202baht) plus tip. OK, I paid 350baht but it works out less than 300 before tips.

As long as they haven't shifted those taxis outside Departures, then that is the cheapest option, as those guys hate going back in to town empty.

A tip for getting taxis from the hotel in central BKK to the airport, don't ask Reception or the Concierge, talk to some of the staff (bell boy, barman etc). They always know someone has drives a taxi and you can get them to arrange for you to be taken to the airport. This always works for me and I usually give the staff member 50/60baht.
