It depends what company you are flying. If you are flying Star Alliance, i.e. Thai or Lufthansa, you can check your luggage through your end destination (Brussels, or CDG for Thai International)) in Phuket, pass emigration there, get a sticker "CIQ" and in BKK they bring you by bus to the International airport. If you fly another company from BKK to Europe, you don't pass emigration in Phuket. You have to collect your luggage in BKK National airport, move to International, check in again and pass emigration only then.
