I think what I am trying to say is:- don't blame this tragedy on the fact that Myanmar is not run as we expect a nation to be run.
Cyclones/Typhoons/hurricanes can be very destructive. Even in 'civilized countries' they cause total mayhem. Remember how the authorities reacted to Katrina, and effected an emergency plan there, before linking the tragedy in Myanmar to the fact that a junta is in power.
