I think your post here is somewhat politically hopeful/motivated in a lot of ways. Who's incompetent? The gov't or the citizens? Cyclones/hurricanes hit the US every hurricane season (just about) in certain areas, yet it is NOT up to the govt to wish me well when one comes along.
I somehow "survived" Katrina and Rita in 2005, but I was in a much more stable structure with hurricane impact windows, and chose to stay during both, and others before that. Only the cable TV went down, but it WAS scary I will admit. The local gov't in my town of the US offers free shuttle service and evacuation routes during these times to somewhere inland... The imcompetance you speak about should be directed at the people, not the government. Do you really want the gov't to have the authority to forcibly remove you from your home? Even to save your life?
To me, it is hard to blame the govt in this case... the people that were adversely affected had 48 hours warning (and whether that warning got to them I will never know) and chose to stay where they were (just like I have at times). Incompetence, unintelligent, stupid, I don't know, but I would not put a finger on the gov't in this case. Democracy OR junta...
