Too a very limited degree yes, but
1) donors have no confidence that burma can deal with a disaster of this magnitude alone. Any country would be very challenged.
2) even if the Burmese government could deal with the disaster, there is great concern the supplies won't get to those who need it. You don't want this stuff ending up on the black market.
Those 3 Burmese don't get to decide the immediate death of tens of thousands of more people. Concern for territorial boundaries in this extreme situation is unreasonable. This is why the UN can supercedethose boundaries under international law.
