Lampard, Ballack or Beletti had already scored so could not take them again. Joe Cole had already been substituted, so he was not available. So as I said before really of the players that were left, the order was probably correct. penalties can only be taken by the 11 remaining players on the pitch at the end of extra time. Also just read in the UK press that Drogbar was supposed to be the No5 penalty taker, so that was why JT stepped up as No5.
I remember Stuart Peace missing an important penalty for England in Euro96 (I think), but next game when penalties were needed, he was the 1st one to step up and take the penalty and scored.
Would not suprise to see JT do the same thing next time. Both very similar attitudes as players who lead from the front and by example. Had it not been for JT's last minute intervention with Gigg's shot the game would not have made extra time.
