In my experience this is simply not true. Especially when dealing with Japanese, or NAmerican currency at any of the places I have been to.

Sounds like you do get "special treatment", as when I have been to Thailand, I have been a little surprised at the rates being given, as they are better than I expected. I usually check the rates posted on their boards when I arrive and maybe change so money and then also check the boards at various Exchange Booths and Banks close to where I am staying.
I have also heard storeis of Japanese tourists getting "special menus" when eating and drinking in central London. It sounds like you guys have a rough time.
