If it is just partying Philippines and Cambodja will do. Don't know Vietnam.
Philippines: beautifull nature, Boracay, Palawan etc but you need more than 4 days, except if you want to stay in Manilla or Angeles City (never been there but it is the Philipino alternative to Pattaya). Manilla is more expensive than Angeles they told me.
Cambodja: been to Siem Reap (Angkor temples) and Phnom Penh in November. I loved Angkor and will certainly return. Phnom Penh some good bars like Sharky or Martini. In the afternoon the FCC (Foreign Corespondents Club) which makes you think of the Killing Fields time. I love the boulevard along the river in Phnom Penh. For the rest not so much to see in the city. You can go to Tuol Sleng (SS21) the most infamous prison of the Red Khmer time. I think only 5 prisonners survived.
From BKK it is a shorter trip to Phnom Penh thean Manilla. Thai and Bangkok airlines fly to PNH. Bangkok airlines flies also to Siem Reap. A sister company from BKK airlines is Siem Reap airlines. I think it is possible there are direct flights Phuket-Cambodja, but not with Thai.
If you want more info try the member section of pattaya pages. I got some very good info about Cambodja (trip reports) there, also hotels, restaurants, bars...Also info about Angeles City in that section, but more about nightlife.
