Well it all depends on why you want to come to Phuket- if, as you say it is to have sex with ten different girls, and you don't think you have the self control to cover up then there is a risk of an STD? Even if you cover up you are not entirely safe, are you. There is a lot more to Phuket than oodles of easy lays.
Touch wood I only got an STD once, and it wasn't in Phuket.
Yes there is a risk, and its up to you to mitigate those risks, but not coming to Phuket seems to me to be a severe mitigation.
