Fresh seafood can't be the problem. The problem is that the seafood is not fresh, and it is stored in open air on some ice at temperatures above 30° C. If it is not sold, it goes back in the reefer to be shown the next day, and the next day, and...
Try to get live seafood or at least fresh.
I've seen ray sold. Ray is one of my favourites, but it has to be fresh. There is no fish that smells so fast (and tastes ) like ammoniak as ray. Sometimes I can smell ray from 10 meters away in Phuket.
