I recommend you consider St.Petersburg Russia. It is more expensive than many of the places mentioned in this thread, but has a lot of history and culture. The place has many palaces from the time of the Czars (when it was the capital city of Russia for a while), and the city has a big waterfront, and lots of canal's, giving the city additional character. There is lots to do and see during the day for sight seeing, and there is a very thriving night life.

A great time to visit is during White Nights (around summer solstice). A visit in the July and August time frame (after the white nights), when the weather is warm, is also a great time to visit.

[edit - For those who have seen Russian women in Thailand, and who may also be curious about Russian women, let me add, there is no place better to meet Russian women, than the "source" .... i.e. in mother Russia].
