A possibility is to take it slowly, stay just friends with the one you BF and hint after some time that you are interested in her friend. She can ignore it or just act as go between. That way it looks like she is in charge of the situation and she doesn't lose face. On the contrary, she is helping her friend into some money.
Another possibility is wait till she is barfined by another guy and then go for her friend.
Both worked for me.
