Diving cases v. expensive (usually waterproof to 20-100m so not necessary unless your expecting another tsunami soon).

Many sweets come in perspex boxes (ferrero roche?) that you could use. Or knock up a wooden box with a piece of good quality glass to slide in on one side. Diving shops could provide sealant for the holes where the cables come out. You just then need some packets of silica gel or even looses gel. Laboratory silica gel changes colour when hydrated - change it every few weeks (or even months if you do a real job on sealing the box) when it's mostly hydrated; stick it in the oven for a hour or so and it dries out for re-use.

If you come across, or some BM donates, an old PC/laptop, just about any digital camera can be used as web cam, just need USB drivers for PC_Camera mode - I downloaded some for my Fujifilm the other day - better quality than the webcam that came with the webcam software.
