I think you'll find most of the homeless in Vancouver are victims of drug addiction or mental illness also illegals.
The "hippie crowd" of Canada gathers in Vancouver because the climate is so much milder than other parts. Also this time of year alot of transient 16-25 yo travel through BC picking fruit or planting trees. They end up in Vancouver. Through in a free injection clinic, worlds best pot and marijuana bars....
I found Chicago much worse for beggers, they were very aggressive and very scary.
