Homeless people

I used to kive in NYC back when the homeless people were just about everywhere, or so it seemed. In the parks, on the sidewalks, in the bus station, in Grand Central Station, in Penn Station, sleeping in doorways, etc. Most of them were either crazy or hopelessly alcoholic, or both. The city seemingly did nothing to help them.
