The levees in NO were built to withstand a force 3 hurricane. I heard that it would have cost $22million dollars to have strengthened them to withstand force 5 hurricane but they decided not to do this. Looks like it could have been avoided if the work had been undertaken.
Simulation tests a few years ago predicted the devastation that would be caused by the levees giving way and this has now happened.
