Here's what I read, IIRC. The cost of doing some repair/upgrade work to the levee system was about $200 million, which they would have been happy to get , 'cause it would have helped some.
But to overhaul the whole levee system, as recommended by the study done, so that it could withstand a CAT 5 hurricane would have cost roughly $2 Billion. Even so, this would have been a lot cheaper than the estimated $26 Billion damage done by Katrina.
