Easy to change, rate about the same as any money exchanger as far as I have seen. ATM probably gives you the best rate and if taking 10K Baht or more any normal fees will be insignificant.
Taxi, When you exit immigration/customs hang left for the moving sidewalk to level 1. The Taxi stand is right there. The fare to Nana is less than 200 baht in normal traffic. Add 50 Baht airport surcharge and tolls. Tolls can be nothing or 25+40 bath depending on the route the driver takes.

After you walk through immigration there is a money exchanger in the baggage collection hall, do it when you wait for your bags, saves time and hassle when you walk through the arrivals hall.

I think the fastest and chepest way to get a taxi is to take the lift up to the arrival area, and go out and grap a taxi there.
No line up, and you save the airport surcharge.

Maybe I'm reading this wrong , but for some reason I always arrive at the arrival area.
If you mean , go up to the Departure level , then yes , you can grab a taxi there but why not just go down to the main taxi area where at least there is a record of which taxi you get into.
You may save a few Baht on airport surcharge but it could cost you more in the long run.

IMHO, I think that if the systems is working it is only fair to get your Taxi where the drivers generally have been waiting in line for you longer than you will be waiting for them.

Money changer booth was right after going thru the passport check in and on the way to the luggage pickup. I went down one floor after picking up my luggage and used the AOT table. The AOT gives out a standard rate for when you are headed downtown. The hard part is to remember go down one floor after picking up your luggage, else you will be hit up by taxi touts for large sums of money to go somewhere.
