Just take a bus to Surat Thani from the bus station in Phuket City, I think there is a bus every hour and cost about 200 baht and the ride take 5 hours. Ferry is about 60 baht and take one hour.
I dont know exact prices but in that price range.

If he is on a short vacation perhaps time is more important than money..
Flights from Phuket to Samui are easy with Thai air but not yet direct with air Asia tho you could of course do HKT BKK Samui at 500 each flight..

If your taking the bus from Phuket, I believe that they take you down to the wharf at Donsak, which is about another 1 hours drive south of Surat Thani.
I was living on Samui, we used to use the Donsak ferry to come to Surat Thani for shopping. One tip though, dont look too hard at the ferry, particularly if your a marine engineer.
