I have never staid there, Dae but Surin Beach is a very quiet place with very good hotels ... far far away from nightlife. If you go there with your family, you will enjoy, but if you go for the fun of nightlife, forget it.

are there any cheap places to eat.
esp. Breakfast.
Not paying $15 for bfast.
how much would it cost in a cab to get to patong or somewhere with a bit of life.

Are you going with your family?

If you are going with family Twin Palms is ok but there are much better places to stay in that area for cheaper money. If you are going alone or to play in Patong don't stay there. In Patong there are great hotels as good if not better than Twin Palms.

so no opportunities for extra-curricular activities.

Its too quiet in Surin.Nice beach though

Depends a lot on your budget.You can get very nice rooms for £20 upwards per night.Also this can depend on when you are going. Check out the accomodation section ,also the "Phuket Hotels" at the top of this forum.When you have a list ask the members for their opinions.Its well worth it to get some good advise here.
