I've never been to PP, but I have done a bit of research on the place. This is the most comprehensive website on Cambodia that I have seen so far...
Bayon Pearnik - Cambodia - Phnom Penh
I would assume that all the hotels/guesthouses that advertise here would be guest friendly. Also, there is a lot of other good information and links.

Flamingos is good, I would e-mail them first before looking anywhere else. Walkabout is a hotel as well, but I wouldn't want to stay ther myself.
I like this site Khmer440 , you should get pointed right there too.

From what I remember of PP, its not ike BKK, Patong or an number of similar places where there are alot of bars/discos grouped together in 'entertainment zones'. The bars and clubs are pretty much spread out around the city, with a few exceptions of bars and disco's being close together.
If you do stay at Flamingo, then there is Shanghi opposite (Bar and grill), Heart Of Darkness and a few other small bars and another big place that I cant remember the name of!
