I have been investigating a problem for a mate here. He was complaining of really slow P2P startup. This is what I have found out, it may help someone, and it concerns users that have XP and have installed SP2
It affects all P2P applications, but particularly 'emule'. The reason for the decline in performance is a security feature that Microsoft introduced with SP2. In order to limit the rapid spread of worms, Microsoft limited the number of half-open connections that were allowed.
Half-open connections occur where your PC tries to connect to another PC. Until that PC responds to complete the connection, or the request times out, the connection is considered 'half open'.
With Windows XP SP2, the maximum number of half-open connections at one time is 10, and this value is hard coded in TCPIP.SYS
There is a patch available to over come this, but it is not supported by Microsoft. If anyone wants these details, then PM me, as I wont post it here.
