Calling Thai mobile from overseas

To call my Thai mobile from say the UK, is it 0076 66 08******* or drop the 0 and 0076 66 8********?

I need to call this number from the US:

0858XXXXXX

(1) Is the leading 8 as it should be?
(2) The Thai country code is still 66? Not 066 or some variation thereof?

So to call from the US:

011 + Country Code + City (if applicable) + Local number

011 66 (no city code in Phuket) 0858XXXXXX

Would do it?

You need need to drop the 0 in the actaul phone number so:
011 66 858xxxxx - no city code for mobiles.
