Hi turfsire welcome to the board....
For 700K THB which is ~15K EUR you wont get much in Patong. Appartments aimed at foreigners now start at ~2 mil THB.
Still if you look across the island you maybe able to find soemthing very basic for this budget. If it is a condo in an appartment that is at least 50% owned by Thai then you can buy outright. (Foriegners cannot own land).
Only area that would say is outright unsafe is area around deep sea port in Phuket City.

I would not know about condo market in Phang Nga - (mainland province adjoining Phuket) - but in general if you buy a condo that is in a block that is more than 50% Thai owned - you can buy a condo outright for ever (in the remaining 49%).

Why do you wish to own ??
Remember this is a 3rd world country.. We just had another coup.. Laws are all against you.. You have less rights than a Thai at every turn..
People back in the west have had a long property run.. They seem to think the rest of the world property is a good investment.. Those things to not necessarily hold true.

May I suggest that you consult a good realty agent?

Really cannot see the point in buying property here and tieing up your money when renting is SO CHEAP and gives you the freedom to move around if you wish and the landlord/lady is responsible for the maintenance of the property.

You need to read and research the laws for farang buying/owing real estate and also visa rules.
Do a search on this board and browse thru the expat forum. Until you understand these issues, you should not be thinking about going forward.

Come live here in rental (cheaper than buying by far) for min of 3 years.. If after 3 years local knowledge you still wish to buy.. Then go ahead and you will be armed with the pitfalls and the rose tinted glasses will have worn off..
You can rent for 10 - 15k per month.. All the freedom to move, leave, explore, not owrry, etc... why buy ??
