Given relatively clear roads, a loony limo driver and a decent tailwind, you will find it takes around 30 minutes, but the more likely time will be 45 minutes, not because you ain't got a loony limo driver, but more likely that there's too much traffic on the roads, causing congestion and there'll be the occasional accident, causing delays in both directions - yes, Thais like to "rubber neck" with the best of them !! I've seen 2 accidents in the opposite lane whilst being driven to Patong and the traffic slows to almost a stop whilst they look at body parts being collected on the other side of the road

Landed at : 18:05 Thai time in late May - strolled outside, lit a cigarette, which instantly sent all the limo/taxi touts scurrying away, as they realised I wasn't desperate for a ride down to wherever I was going and so they had little chance.
Leant against one of those pillars and puffed away for a good few minutes while I text(sms) my lady that I had landed and would see her at the hotel.
Five or so minutes later - cigarette finished, wondered over to the meter taxi depot and organised a cab. 380 baht from airport to Nanai road - asked me if I had been here/there before, when I said yes they suddenly seemed more relaxed toward and aware of the fact that perhaps I understood the game.
got there in 39 minutes - suited me fine - gave the driver 600 in total and said thankyou. He seemed happy enough as he gave me his card and asked if I would call him direct when I need a lift back to the airport, went on to say I make cheaper for you go back - whatever he meant by that - 600 was a decent rate to start with - anyway....
I would say allow 45 mins as a general rule. Could be a little more if traffic is bad/accidents etc - then a lot more, but one cannot tell.
Truth is - who cares? Once you have touched down in Phuket and climb into a taxi - 30/40/50/100 mins in the thing is not the issue - YOUR IN PHUKET?

It took us 30 mins with "the driver from hell". He didn't worry about the 2 lane highway that was congested, he drove on the shoulder. Scary stuff. And when my mate asked him to slow down, I said to my mate, "look at this ride as an adventure.....and we've got travel insurance anyway".

I've never had a breakneck driver in Phuket....been there tons of time
BKK........now that's a different story.....as can the BKK to Patts trip
Hotels can arrange a taxi trip from bht600.....so I'd say that's why Viper's driver could do a bit better....cut the middle man out of his bht100-200
Not always easy to get a metre taxi at Phuket "International" airport

When I was in Phuket last September, everytime we went to the top of the hill with the Shrine he would beep his horn and take both hands off the steering wheel and like pray .

40-45 mins to rat-u-tit road, paid about 400-500 bhat (can't really remember) with a taxi-meter.
45 min is a piece of cake after traveling for 12-13 hours, but the thai driving style can be scary at times.
