To see the pics it is unbeliavable the amount of devastation my thoughts go out to those who lost there lives not only in Phuket, Thailand every were that has been affected

Soi Seapearl is hit very bad, especially the bars with wood or bambu kind of construction material, according to Geir.

I will pm geir and get an update, he already let me know my fiance was ok bless him, such a kind guy...
Another question this may be a bit unfeeling, but does anyone in Patong have any kind of insurance, will the government foot the repair bill or will everyone have to pay for their own places?

Insurance the world over are weasels when it comes to this kind of thing.. I would have to guess that Thai insurance is even worse..
My guess is that everyone will have to pay themselves, the one exception may be the really big 5 * places that have corporate cover..

First trading day after the disaster, insurance stocks took a hit. Assumption was that they would be paying out big. Within a few days, however, the insurers were releasing news that they were not going to be hit much. Appears that little was insured in the affected areas, and what was insured was underinsured.
Your guess that people will be paying for recovery themselves looks correct.
Large corp hotel/resort owners will likely cover their rebuild costs out of pocket, and look to get money from their respective govts. Their growing worry is lawsuits. Right or wrong, lawsuits from those hurt or on behalf of those killed will certainly flow and will be for enormous sums.
Who will be left out in the cold from all this will be the local Thai people themselves.... those most affected and vulnerable. A very cruel irony that hopefully is at least partially addressed by charitable aid getting to those it is most needed by.

Most insurance policies exclude acts of God, i.e. natural calamities which are not covered by insurance policies, such as earthquakes, unusual tropical storms, lightning strike etc.

True in general, but large companies can often have umbrella policies that cover just about anything, Lloyds of London for example. 9/11 is a case in point, as acts of war are also usually excluded, but note huge insurance settlements that have been made. Same for the Florida hurricanes. In this case, sounds like insurance coverage was minimal.
Liability will not be, however. Negligence, building standards, emergency preparedness, etc etc etc are all likely suits that will pop up.
BTW.... I am donating a month of my pub's net to the Red Cross.

How many businesses in that part of the world would be able to afford such cover? Now, hurricanes off Florida are a regular risk because they are part of the landscape in that part of the world, same as building a house on a flood plain - it is a foreseeable risk, whereas this wasn't.

Perhaps.... but it didn't seem to me that the big money places were owned by locals, but by foreign entities who are spread around the globe. Even most of the smaller things like bars and dive services seemed to be owned by expats.
But for all the little guys running by a showstring, I think you are right. They couldn't afford much if anything.
As to the foreseeable, depends of course on your crystal ball and how risk averse you are. I am very risk averse myself, verging on paranoid, when it comes to my business. For example, in the EU I have earthquake insurance but there is no history of earthquakes where my place is. Of course that makes the insurance cheap. In general, to insure against the unforeseeable and rare is cheap.
