Visiting in March/April-1st Timer-HELPPPP!!!

Hi everyone, me and my partner are coming to Thailand on 23rd March till April 10th. This will be our first time away on a decent holiday that wont just consist of drinking all night until we are sick then lying on a beach all day hungover.
Spending a couple of nights in Bangkok, a couple in Pattaya and then the rest of the time in Phuket-probably Patong beach.
Well, here goes. These are my questions:
1, How should I travel from Pattaya to Phuket and how much will it be?
2, Can women go topless on Patong Beach?
3, How much do cigarettes cost?
4, Is is alright to go out to restaurants etc in the evening in jeans and nice shirts, t shirts (for Men) and strappy tops and skirts/jeans/trousers (for girls)
5,Will I get a decent tan in March/April. I hear that it can be cloudy but will I still get one.

I know these may have been answered before but the internet here at work is really playing up and keeps on saying not responding

Nudity is illegal in Thailand. Having said that alot of farang women do go topless on Patong beach, depends on whether or not you want to show respect to the Thais or not

It's a tourist area, you can wear shorts and a singlet if you want
