How to create poll ?

I thought that would be the correct area to ask this question.

I would like to start a poll, but don't know how to do it ?

In the FAQ it says:

To create a poll when you post a new thread, simply click the 'Yes! post a poll' checkbox at the bottom of the page, and set the number of possible responses you want to include.

But whenever I open a thread in the General / Poll area, there is no option as explained ?

You need to look in Additional options - its the bottom choice.
Where it says "Post a poll" check the tick box and select number of options in poll. Now when you submit new hread, you will be taken to the poll options page.
