If you want the information hard enough, be it a handheld VHF PTT radio or a Global GSM device, you can get it.
Power and range come into it. I've dabbled in daily (Even 6 hourly changing) encrypted SIM cards for various people and agencies and its pretty good, if the client remembers to do what you have told him to do. If you have the will, capability and resources to exploit communications there is very little you can do about it.

This senseless paranoia is really entertaining.
So Singapore spent billions to buy a publically traded mobile phone company just to do wire taps...yep really makes sense. And using unencrypted "traditional walkie-talkies" will really stump those sinister Singaporeans...sure. Clever.
