Depends on the context.
Same as "wow", "woo", "ohh" if startled. Same as "ouch" if hurt a little. Same as "ooooohhhhhhh" or "uahn uahn" if...stimulated.

I was with a girl at my last stay who said it often, Often when something unexpected happened.. I wondered about the meaning too, but i guess its more like a sound than a actual word

Oy is more like a polite word for shit, if something goes astray.
You miss sinking an easy ball in pool... ooooyyyyyyyyy.
It obviously doesn't mean shit, but just a term of disappointment I think.

A little OT.
Sometimes words like shit can take an odd and unexpected meaning in different languages. For example, in Danish, to say to the cook that the food taste "shitty good" (skide godt) is actually a complement, where "shitty" puts emphasis on good; so I am not surprised that a word like Oy or Oi can take many meanings in Thai, despite it literal translation.

My lady explained it as meaning pretty much the same as the English version - 'Oi' Just their way of pronouncing it. And as already said, as even in English, that little word can be used in times of frustration, joy, excitement, upset etc..
She could be totally wrong and have made it all up - but is good enough for me - besides. The way the girls say it - whatever they're trying to shout about, is so darn cute - it always comes across as funny

oi probably means much the same as it does here in the uk
i was in a chinese restaurant in glasgow once half drunk and semmed to be getting bypassed for waiter service soi i shouted at one of the waiters
