Surprisingly there doesnt seem to be much of a swingers scene.. Having talked to a few couples who used to be into this kinda thing back in the west, they all say that they havent found it either..
Maybe because its too easy for a guy to go find multiple BG's that the need is covered ??

There is more of a scene in BKK from what I understand, but more on the Thai side. Was an upper-end thai guy that was filling me in on details.
Would agree with LivinLOS, there really isn't such a "need" for that. You also see a lot of couples going out and picking up a girl/boy/ladyboy for some nightime fun. Do that with another couple and you kick started your own orgie on the fly. I'd say this generally wouldn't go down well with TGs as they are a bit more protective with their man. Somewhat counter-instinctual. Of course there are exceptions...
