I went in late-November and I thought it was pretty quiet around town - which was good for me because I was Mr Popular
Never been in February but I'd imagine it would be relatively busier.
Some hotels might run their high season from December to February (incl), so that could be a factor to look into/consider.

i been in Feb and it sounds the same as Nov I really don't think it makes much difference at all you will still have a blast i would say go in Feb because it's closer than Nov!!!

The next 4 months I have to work, and I don’t want to go during rain season or when it’s too worm, so actually November will be the closest

the month that you're there
the best month to be in pattaya is the one you're there.
for me, i'll be there in mid-February, so that will be the best month. Actually, mid-February is the end of high season, so the hotel prices and other prices get better.

I would pick November - early November if possible. Less crowded generally than February and everyone is ramping up for "High Season" not ramping down from "High Season" IMHO 
|

November is when the season changes from rainy to winter and during that time many people (including me) suffer from allergies etc such as pollen.
Therefore I would opt for February.

lets all be honest this thread is is so simple to answer! Nov is at the beginning of high season and Feb is at the end, so it is prob the same what ever month you go, i don't think it will make any difference. there will be a lot of people there on holiday but it won't be absolutely packed and you shouldn't have any trouble getting a hotel etc.

I went in august and it was pretty good so can't imagine how it would be in high season. Probably either is great cuz even low season was pretty alright.

March April or May for me -low season ,long time for 500 baht ,lots of choice etc etc etc
