THAI Air-Miles "Tax-Surcharge Payments" - where to pay?

hi gents!

i will be staying in patts next week and just used my air-miles to go to phuket by the end of next week with thai-air. now the thai-air website states that the "Tax and Surcharges Payment : Contact a THAI city ticketing office (Except THAI ticketing office at airport)".

does that mean any ticket office in pattaya that sells thai tickets will accept that tax and surchage payment?

maybe any bm knows. would be much appreciated.
