I can understand why they want to prevent forced marriages. That is all well and fine. But requiriing people to be 21 to get married seems a bit much.

Yes its for settlement only ever done 1 application for an 18 year old in February 2008, they called her for an interview as they had some concerns over her age her partner was 30.
